This does smack a bit of 'four legs are better than two legs'.
Victoria's DoT got the money in recent years, and squandered it.

Australian Conservation Foundation wants more cash for public transport
Australian Conservation Foundation wants governments across the nation to
switch investment to public transport from roads.
Use of public transport was increasing in every capital city and demand
continued to outstrip government planning and spending, ACF said.
"ACF recommends an overdue rebalancing of the transport budget: two-thirds
should be spent on public and active transport measures and one-third should
be spent on roads," it said.
The ACF said government spending on public roads and bridges was 4.3 times
more than on public railways construction, yet building more roads was not a
solution to reducing traffic congestion.
"The answer lies in reducing our car dependency and providing people with
world-class public transport services that give us the choice to leave our
cars at home," it said.
"We also need to develop a national strategy to enable Australia to wean
itself off expensive oil."
Australia imported more than half its oil needs and it was expected to rise
to about 70 per cent by 2015, ACF said.
"ACF calls on Australian governments to commit to developing a national
strategy to reduce Australia's demand for, and vulnerability to, imported
oil," it said.
Only one comment so far:
The unbalanced spending on roads is appalling, anyone would think we live in
a world where petrol prices are perpetually low and climate change does not
exist. You simply can't get to many areas without a car. Governments should
be ashamed of themselves.
