Pondy geared for D-day

PUDUCHERRY: All arrangements have been made for a smooth counting of the votes polled for the assembly elections in the union territory on Friday, collector and district election officer G Ragesh Chandra said on Thursday.

At a press conference, he said the election commission had appointed 10 observers to monitor the counting process. Postal ballots would be taken for counting by 8 am and completed by 8.30 am. The counting of polled votes in EVMs will begin by 8.30 am in eight halls at the Puducherry centre, two in Karaikal and one each in Mahe and Yanam.

The administration appointed 273 officials (97 counting supervisors, 97 counting assistants and 79 micro observers) in Puducherry region, 80 in Karaikal, 60 in Mahe and 54 in Yanam.

Each table will have a supervisor, an assistant, a micro observer and a videographer. The entire process on each table will be videographed by a separate camera and displayed electronically (television monitor) to candidates and their agents outside the counting hall. "The facility was optional but we chose it to ensure transparency and for the benefit of the candidates and their agents," he said.

The counting of votes in polled EVMs will be taken up in the ascending order of the constituency number as follows: 1 Mannadipet, 2 Thirubuvanai (SC), 3 Ossudu (SC), 4 Mangalam, 5 Villianur, 6 Ozhukarai, 7 Kadirkamam, 8 Indira Nagar, 9 Thattanchavady, 10 Kamaraj Nagar, 11 Lawspet, 12 Kalapet, 13 Muthialpet, 14 Raj Bhavan, 15 Ouppalam, 16 Orleampeth, 17 Nellithope, 18 Mudaliarpet, 19 Ariankuppam, 20 Manavely, 21 Embalam (SC), 22 Nettapakkam (SC), 23 Bahour, 24 Nedungadu (SC), 25 Thirunallar, 26 Karaikal North, 27 Karaikal South, 28 Neravy TR Pattinam, 29 Mahe and 30 Yanam.

The results of each round will be declared by the returning officer after obtaining the observer's approval. The observer will verify the polled data given by the supervisor with reference data given by micro observer and authenticate counter votes. He will also randomly select two EVMs of the particular round and finally declare the results, said Chandra.

The result of each round will be immediately uploaded on to the EC website.

A prohibitory order under CrPc Section 144 was issued Friday declared "dry day." Senior superintendent of police (law and order) Atul Katiyar said 25 sensitive pockets had been identified and added that armed pickets would be posted from 8 am on Friday to 8 am on Saturday.

So far, 44 cases had been registered against election violence and 103 cases against violation of model code of conduct, he said. "All except three have been sent to court. Six are being investigated," he said.
